Public Notice Document for AM-1 Fee Schedule

In our 2023 Rate case, effective March 1, 2023, Madison Water Utility (MWU) requested an “Additional Meter Fee Schedule” (AM-1 Fee Schedule). MWU DID NOT implement this AM-1 Fee Schedule.

MWU considers meters to be additional meters falling under schedule AM-1 Fee Schedule if they are:

• Additional meter installed on the same service line as a primary meter
• Meter sizes 2” or smaller for the “Deduct Method” configuration and meter sizes ¾” or smaller for the “Addition Method” configuration
• All other sizes are treated as a separate account and Schedule MG-1 rate will apply

Customers with back bill:

The AM-1 Fee Schedule authorizes MWU to collect an additional monthly meter rental fee for any Sewer Deduct Meter - Deduct Method along with an installation fee of $50 if applicable within this current rate period.

Per discussion with WI Public Service Commission and WI State Statute 196.635, MWU is required to bill for services provided hence we are back billing services for the previous 24 months from 2024 to the end of 2025 for monthly rental fee and installation charges if applicable. Note, customers with a back bill for these monthly “Sewer Deduct Meter” will have until August 31, 2026, to pay the full amount with no penalty or fees.

Customers with refund via credit:

The AM-1 Fee Schedule requires MWU to collect half the monthly rental fee, $7 per month for a 5/8” meter or $9 per month for a 3/4” meter instead of the monthly rate per MG-1 rate schedule. MWU is currently charging $14 per month for a 5/8” meter and $18 per month for a 3/4” meter. Per discussion with WI Public Service Commission and WI State Statute 185.35(5) MWU is required to refund the difference collected since March 1, 2023. Customers affected will see a credit on their account.

Going Forward:

Schedule AM-1 Fee Schedule is not requested in the current rate application YET to be approved.

• Sewer Deduct meter customers will continue to see a monthly meter rental fee until MWU’s current rate application is approved.
• Water Only meter customers with a 5/8” or ¾” meter will continue to see a credit adjustment until MWU’s current rate application is approved.
